Mr. Kitty is an inhabitant of the town of Brist, he supposedly is a man dressed as a cat as Nevil adresses him as 'Mr. Kitty'. Not much is known about Mr. Kitty other then the fact that Nevil and he don't seem to be unkind towards each other.
